What purpose would bounty hunting have here? There's no monetary reward since money is useless here, and there is no official police force to put bounties on people, redeem bounties, or hold the wanted people captive.

It can get really difficult; I was fairly experienced with that sort of job back home. I can't remember how long it's been since I took a non-S-ranked bounty hunting mission, but anyone with a price on their head won't go along with you easily.
