Edit: [Look out Luffy. Someone has been told about your bounty and has now set up a little ‘trap’ in the square for you. Namely - a piece of meat sitting on top of a rather obvious net, but the sign says it’s free!]

Well yeah - but sometimes bad people get away without getting a bounty put on them. Also not everyone with a bounty is bad - more of a misunderstanding.
